Consultations have begun on proposals for a licensing scheme for exemption from the European Paints Directive (EPD).

It would allow repairers who specialise in restoring classic and vintage cars to continue to use non-compliant paints with volatile organic compounds in limited quantities.

The Department for Environment, Food and Rural Affairs (DEFRA) has proposed a fee of between £10 and £70 for individuals, and £80 to £200 for businesses, to cover the licensing authorities’ costs.
