It was recently announced that Asda will be issuing a fine for the misuse of dedicated parking bays at store car parks.

It is the case that if you use private parking and you are aware that you are effectively trespassing on such property, then if you are not following the rules to authorise such parking, eg not paying the fee, parking over the lines, parking in a disabled spot etc then the owner of the land can impose a charge (or fine) for such trespass.

DVLA are permitted to reveal registered keeper information when there is a legal matter involved.

Hence, as trespass is a civil law issue, they are permitted to reveal the information.
